Study of philosophy, political science and theology in Berlin und Munich. Promotion 1970 in philosophy at the University of Munich (Dr. phil.) and 1992 habilitation in political science at the University of Hamburg (Dr. phil. habil.). 1966-1970 Researcher at the Institute for the Study of the USSR in Munich (was part of the Radio Liberty Committee), 1971-1976 International Institute for Politics and Economics in Hamburg, 1976-2000 Senior Researcher at the Federal Institute of Russian, East European, and International Studies in Cologne, 2000-2006 Senior Researcher at the German Institute for International and Security Affairs of the Foundation Science and Politics in Berlin (two think tanks of the German government and parliament). 2000 Professor for Political Science at the University of Siegen, Guest Lectures at the State University-High School of Economics in Moscow. Since 2018 Vice President International Union of Economists St. Petersburg (IUECON).

Author of 11 books and of more than 110 articles in scientific publications in German, English and Russian. Interviews in German and Russian TV and radio stations.
